The episode opens with Oliver (Stephen Amell) and Diggle (David Ramsey) outside the home of Prometheus’ mother Amanda Westfield (Corina Akeson).  Oliver explains that he needs her to give him her son’s real name so he can be stopped from hurting people.  But Westfield refuses to give up her son to be caged like an animal when the only real animal is the one who put an arrow in the chest of Prometheus’ father. She then orders Oliver out of her house.

Cupid, China White and Liza Warner (Amy Gumernick, Kelly Hu and Rutina Wesley) take over the Department of Correction bus. They allow the other prisoners to escape and then make their way towards Star City.   At the Arrow Cave, Felicity (Emily Bett Rickards) tells the team about the prison break.

At the mayor’s office, Oliver apologizes to Susan (Carly Pope) for all the dinner cancellations. She asks him point blank whether he is the Green Arrow. Oliver’s answer is yes, but says he thought she was doing some sort of “joking thing.”  Of course he’s not the Green Arrow (liar, liar Green Arrow costume on fire!)! “Good,” says Susan adding that their relationship is complicated enough.

In a flashback, Oliver discusses with Anatoly (David Nkyl) taking out Gregor.  Anatoly tells Oliver that he can’t take Gregor out on his own; he needs an army. Oliver assures that he’ll stay in Russia until Gregor can be taken out and the Bratva can be protected.

In the present, Dinah (Juliana Harkavy) takes the oath of office to become a cop at the SCPD.  Thea (Willa Holland) questions Oliver about Susan’s strange behavior lately. Oliver tells his sister that his girlfriend asked whether he was the Green Arrow.  They are interrupted by Quentin, who tells them about the prison break and says he wants to be involved in the women’s apprehension. “This is personal Oliver,” Quentin (Paul Blackthorne) tells Queen.  They find that the women have already started killing a lot of people looking for something that The Triad is hiding.

In the past, Oliver spirits Anatoly from his hospital room when he notices the same orderly walking pass several times.  The man was sent by Gregor to kill Anatoly. Oliver tells Anatoly if he gives himself up, Anatoly can get away. However, even though Oliver is able to get the upper hand with Gregor’s goons Anatoly still stares down a barrel of a gun.

Back in the present, Thea comes to the Arrow Cave and tells Felicity that Susan Williams could be a problem as she asked Oliver whether he was the Green Arrow. At Thea’s request, Felicity hacks into Susan’s computer easily (“Her password is 1-2-3-4 and she has a file marked Oliver Queen because she’s super original.”) They find that Susan has been connecting the dots as she has enough evidence to implicate Oliver as the Green Arrow. Felicity can delete the file, but Susan would just recreate the information from the person she got it from.  Rene (Rick Gonzalez) and Curtis (Echo Kellum) question Triad member James Wong (Carlos Vu) about the depository that Cupid, China White and Liza Warner are looking for. It’s a large sum of money that Church left behind that the women want.  Oliver and Quentin arrive at the depository as the female cons are looking for the money.  A fight ensues.  While Oliver goes after Cupid and China White, Quentin takes on Liza Warner.  She is angry that after Quentin convinced her to turn herself in and he went to work for a terrorist (Damien Darhk). The ACU surround Oliver, letting the women escape. “They’re not our target. You are. You’re under arrest for the murder of Billy Malone.”  Oliver is able to get away. Later, Detective Frank Pike (Adrian Holmes) shows Oliver a letter that was delivered to him with a copy of an autopsy report that indicates Detective Malone was killed by the same type of arrow that Green Arrow uses.  After Pike leaves the room, Oliver tells Quentin that the letter is postmarked where Amanda Westfield lives so obviously it was sent by Prometheus as a message.

Susan comes to Oliver’s office and tells him that she was fired; accused of falsifying news stories. She confronts Oliver for being responsible for her termination as it didn’t happen until after she questioned him about being the Green Arrow.  At the Arrow Cave, Felicity admits to hacking Susan Williams’ computer at Thea’s request.  A furious Oliver tells Thea, “You should have come to me.”  He can’t believe that Thea tore apart Susan’s life. “You knew exactly what you were doing and that’s the part I don’t understand. Who does that?” Quentin enters and Thea leaves. Lance tells Oliver that Cupid, China White and Liza Warner have kidnapped a member of the Bertinelli family.  Oliver feels guilt over killing Billy, but Quentin reminds that he was tricked by Prometheus into doing so and can’t take on others’ sins and allow that from stopping him from doing what’s right. Thinking about Quentin’s words, Oliver goes to Frank Pike and tells him the truth about Green Arrow killing Billy Malone because of Prometheus’ manipulation, but asks Pike to “allow the Green Arrow to be the hero this city needs him to be.”

At the Arrow Cave, Felicity gives Dinah a mask as she can’t be recognized while out in the field now that she’s a member of the police force.  Thankfully, Team Arrow are able to stop Cupid, China White and Liza Warner from getting their hands on the money. And because Mayor Queen spoke on Green Arrow’s behalf, Frank Pike doesn’t bring the vigilante in for murder.

Quentin assures Dinah that she’s not taking Laurel’s place as Black Canary, just acting in Laurel’s place.  Oliver goes to see Thea and tells her that what she did was something their mother would have done.  And Moira Queen didn’t always make the best chances. “Right now I’m worried about my baby sister,” Oliver tells Thea.

The episode closes with DA Chase (Josh Segarra) telling Oliver to turn on the television. There is a news report that Mayor Queen may be responsible in falsifying autopsy reports as a cover-up of the murder of Detective Malone and if the allegations prove to be true, impeachment proceedings could be in order. “This may be the end of my administration,” Oliver tells Chase.
