Sam (Rose McIver) is at the living room in the company of Pete (Richie Moriarty), Isaac (Brandon Scott Jones), Flower (Sheila Carrasco), Thor (Devan Chandler Long) and Trevor (Asher Grodman) when Jay (Utkarsh Ambudkar) comes in saying that the mayor, Tad (Justin Kirk) has asked for a reservation at their restaurant to make his campaign event there. Although the place had remained closed since the incident in which Chris, the stripper (Deniz Akdeniz) lost his life, the policy says that it can still be used for private events and Jay thinks that if they allow the mayor to host the event there, he can help them to get the necessary permits to reopen it soon. Later on, Jay has a conversation with Gabe (Dustin Ybarra) trying to pass onto him the importance of the event and how he requires him to be focused on the tasks at hand but Gabe – who is likely known for always being high – proves that it is too late for the warning and do not pay any attention to what he is saying. Hetty (Rebecca Wisocky), Pete and Flower are there too and are certain that the whole thing will be a disaster. Finally, the mayor Tad arrives introducing himself to Sam and Jay while telling them that the place brings some sad memories to him given that on his prom night back in 1987, he and his girlfriend at the time, Stephanie (Odessa A’zion) were attacked by a lunatic and although he tried to fight against him he couldn’t save her.

Proving that he didn’t have a care for what Jay said, Gabe goes to his car and starts smoking getting high in an instant; unfortunately, Pete had followed him there and all of a sudden, he starts to feel the effects of the smoke that has gathered inside the car. Sam and Jay take the mayor to the restaurant so he can rehearse his speech and take a look at the decorations of the space. The ghosts are there too and seem to be fascinated by his election promises. Stephanie shows up unexpectedly asking Sam to help her and expose him for his lies; she claims that at the prom night he didn’t do anything to save her and instead, he ran away leaving her there to die. Sam wants to help but at the same time, she is interested in having the permits approved to reopen the place so she refuses to interfere for her this time. Sometime after, we can see Pete at the kitchen smelling some bread that Jay had prepared; Flower enters the place and notices that he is acting in a weird way and then realizes that he is very high. At this point, Pete is still unaware of why he feels so not like himself and when Flower lets him know what is happening, he freaks out but she convinces him to relax and enjoy it. After all, he is a ghost and there is no way he can get into trouble. Sam talks to Jay about Stephanie’s confession and tries to convince him to expose the mayor but although they are always compelled to do the right thing, this time he refuses to help saying that it will be like self-sabotaging their own restaurant.  He feels that they are always doing favors to the ghosts and it is time they do something for themselves for once leaving Sam with no choice but to agree with him. Hetty goes to see Alberta to tell her that Pete got high and that she considers that recently, he has been doing a lot of things that seem to be out of character making him look like a total bad boy. This comment seems to ignite something on Alberta making her see him under a different light.

It’s time for the campaign event and while the mayor Tad is giving his speech to all of his supporters and enlisting his campaign promises to them, some of the ghosts – Stephanie included – are mad by the thought that he will get away with it. Meanwhile, at the mansion, Isaac, Thor and Flower meet with Nancy (Betsy Sodaro) who, after learning about the event that’s been held there ends up saying that she was there the night Stephanie was attacked and confirms that the mayor had said the truth as he tried to save her from the killer who knocked him out and killed Stephanie. Isaac rushes to the restaurant to tell Sam what he learned and catches her and Jay at the middle of their speech trying to expose the mayor for being a liar. When Isaac tells Sam the truth, she pretends to be joking and encourages everyone to support Tad instead. Stephanie walks away and Sam follows her to confront her making her to confess that a few days after her death, a memorial in her honor was held at the mansion and she saw how her lab partner Melanie (Jillian Smart) and Tad (Dakota Taylor) showed up there holding hands being all lovely to each other something that made her truly mad for having moved on fast on her.

Peter is listening to some jazz while moving his arms feeling the rhythm; Alberta sees him and decides to go and sit next to him on the couch. They start talking and it suddenly appears that the spark between them starts growing. Later on, Pete searches for Thor while Alberta looks for Hetty and they both confess that they shared a moment and when the singer was about to kiss him, he stopped her by putting his hand all over her face to stop her since he does not want to cheat on Donna (Allegra Edwards). Jay and Sam are back at the mansion talking about how they believe that after what they did to the mayor it is very likely that he won’t help them to get the permissions they need for the restaurant. As on cue, Tad enters the place to pick up his stuff and confirms what they already had imagined. Sam apologizes to him saying that they were high and had no control of what they did. Soon after, a woman walks in and Tad introduces her as his wife Melanie (Stephanie Belding) and tells them the story of how they met back in high school as they were both grieving Stephanie’s death. He claims that Stephanie was special for both of them and her death brought them closer and now they have been married for 30 years and to honor her they decided to name their daughter after her, a gesture that softens Stephanie. After saying this, Tad reconsiders the decision he had made earlier of not helping them with the restaurant and assures them that he’ll make some calls on their behalf since they seem to be decent people.

Later that night, Gabe goes back to his car and once again he is not alone as we can see Hetty, Trevor, Stephanie and Flower enjoying themselves while surrounded by a cloud of smoke.
