Young Tandy (Rachel Ryals) is at home practicing her ballet and young Tyrone (Maceo Smedley) is at a restaurant with his older brother Billy (Marqus Clae). Her father Nathan (Andy Dylan) tells Young Tandy to keep the TV on while she practices because life is full of distractions. Young Tyrone is frustrated as he loses several thumb wrestling matches to his older brother, but Billy says he’ll be taller and stronger when he grows up and when asked by young Tyrone if he will be just like his older brother Billy replies he’ll be better. Nathan asks Young Tandy if she really wants to dance and encourages her in a similar way to Billy encouraging young Tyrone. Tyrone’s parents Adina (Gloria Reuben) and Otis (Miles Mussenden) watch the brothers talk.

A caption shows us these are scenes from the day of the accident and that today is the anniversary. Officer Fuchs (Lane Miller) is making pancakes for Detective Brigid O’Reilly (Emma Lahana) and they discuss her being cleared in the shooting and her suspicions about Connors. Detective O’Reilly vows to take down Detective Connors and Officer Fuchs declares that he will help.

Tandy (Olivia Holt) goes to visit Ivan Hess (Tim Kang) and meets Peter Scarborough (Wayne Péré) coming out of his room. He seems to recognize her and stares her down before she eventually goes inside. She questions him on why Scarborough visited learning that he handed over paperwork for Hess to sign. She asks him if he remembers the workers going crazy under the effects of strange energy source, but he doesn’t directly answer instead talking about a theory that Nathan had that the energy was ancient. Tandy is becoming more and more upset with the realisation that Hess can’t give her the information she needs to clear her father.

Ivan Hess reveals that there is a memo from Nathan to the company warning of the dangers of drilling without the specific safety changes he asked for and he tells Tandy where to find the evidence Nathan having placed it in a safety deposit box under an assumed name. Tandy heads over to her mom Melissa Bowen’s place (Andrea Roth) and finds her mother much improved even refusing alcohol for her coffee. Tandy asks to be involved in the remembrance event for her father and then asks if her mother knows of the deposit box which she does but doesn’t know where it is.

Things are incredibly tense at the Johnson dinner table with Tyrone (Aubrey Joseph) and as we look at them eating we can see Billy’s photo in the foreground. Tandy and Melissa track down the key to a box of Nathan’s old things and Melissa tells Tandy about an old date night at the ballet, but Tandy remembers the story as being at the cinema. At Tyrone’s Adina takes the plates though it looks like none of them have eaten anything. Otis mentions that he wants to invite the Red Hawks saying that they have never visited his home, but the discussion is interrupted by a knock at the door.

Tandy is at door and Tyrone asks why she is there and is reluctant to let her in until she reminds me that it is an anniversary of a death for both of them. Tyrone states that his parents have never seen him bring a girl home to their knowledge and she insists that they’ll love her. Adina and Otis come to investigate and learn that Tandy’s father died on the same day as Billy. She asks if they are doing something special for Billy and things become uncomfortable when Tyrone states that they are not so she invites him to come to her thing that night. She takes her bag and leaves only on the outside do we see that she has stolen Adina’s Roxxon ID.

Young Tandy wakes up next to Young Tyrone and heads into town she steals a phone and phones home, but no one answers. Detective O’Reilly is at her desk when Detective Connors (J.D. Evermore) calls her over as she gets some support and some stares from the other officers in the precinct. He shows her a sketch of Tyrone, but she claims not to have gotten a good look, he says that he is a loose end.

Tyrone comes downstairs as the Red Hawks arrive at his home. They admire the Johnson home while poking fun at Otis. Big Chief Roland Duplanter (Luray Cooper) talks to Tyrone offering his condolences on the anniversary. He says he thinks the cloak that Billy worked on is special and Tyrone asks the difference between a cloak and a cape. Otis sees the cape and is overcome with emotion heading off by himself and crying as he remembers Billy. While Tyrone gives him some space he gets a text from Detective O’Reilly.

Tyrone is angry that she’s there, but O’Reilly explains that she is there to tell him to lay low. He refuses and they argue until she realizes that today is the anniversary of Billy’s death. She tells Tyrone that Connors has been on edge today and she thinks he remembers the anniversary, too.

We see Young Tyrone walking down the street while we hear Auntie Chantelle (Angela M. Davis) giving a talk to a group of tourists. She talks about an old legend and of ghosts that they are here to right a wrong. Back in the present we see Tyrone has the cloak hung up while Tandy is planning her operation at Roxxon. Tyrone prepares a t-shirt with holes and fake blood as well as getting the expended bullet he got when he first confronted Connors.

At Officer Fuchs’ place Tyrone tells him and Detective O’Reilly his plan. He will impersonate his older brother and “haunt” Detective Connors into a confession. O’Reilly expresses her reservations, but Tyrone is insistent that he will go ahead with the plan. He explains that he will use Connors’ fear against him. They still think it will be too dangerous so in order to convince them Tyrone tells them about his abilities.

We see Young Tandy finally get home only to find her mother unconscious, so she calls 911. In the present Tandy sneaks into Roxxon as Tyrone in his cloak stalks Connors stealing his gun. Tandy lies in wait for Peter Scarborough and kills the power,.As Connors searches for his missing gun Tyrone pulls him into his fear which is the night he shot Billy. When he recovers Tyrone whispers “you killed me” before teleporting away having replaced Connors’ gun. Tandy manages to ambush Scarborough and holds him at light dagger point.

Detective O’Reilly calls Connors to the docks saying that Fuchs saw him on his patrol as they head out to investigate Tyrone appears in front of them, but O’Reilly says she can’t see anyone. She hangs back as he goes off to investigate. Tyrone leads him on a chase around the docks teleporting away every time Connors gets close and running around to draw him back in. Connors fires and misses at Tyrone as he moves closer and closer. Then, Tyrone reminds him of the anniversary and claims to be Billy Johnson’s ghost. Connors eventually confesses to murdering Billy and we see that Officer Fuchs has been recording the whole thing.
