We hear a voiceover from Auntie Chantelle (Angela M. Davis) as she narrates the story of the first disaster to befall the place that will come to be known as New Orleans. We see two young Native American children (Gracie Ray Delgado and Tanner Holifield), one with a mark just below their shoulder and one of them sacrifices themselves by drowning in the water which saves their settlement.

Evita (Noëlle Renée Bercy) looks on at the shelf above the fireplace with representations of all the divine pairings as she places the 3D models of Tyrone and Tandy with the rest.

The assassin (Vanessa Mota) holding Melissa Bowen (Andrea Roth) counts down from three, but Tandy (Olivia Holt) comes out before she shoots her hostage. Tandy stalls for time and asks if Mina and Ivan are also her targets as she tries to clean up the mess that Scarborough left all the time moving closer to the assassin and Melissa until Melissa takes the chance to stab her. Tandy then tackles the assassin while Melissa goes after the gun the assassin dropped. Tandy and the assassin fight until Tandy cuts her with a light dagger causing the assassin to run off.

Tandy calls Mina but can’t get through, telling her mother she has to go help some people. Tyrone (Aubrey Joseph) sneaks into the Redhawks to look for his brother’s cloak where he is found by his dad (Miles Mussenden) who brings him the cloak. He tells Tyrone to run and never call or contact them again he then wonders if he has been a good father but gets interrupted by the police searching the place with Tyrone escaping.

Tandy gets to Mina’s place but is attacked by a Terror (person afflicted by the fear energy). She wonders how they are out again, but there’s another Terror tearing up Mina’s place so heads upstairs to deal with it and find Mina (Ally Maki). She explains to Mina what happened to the workers and what happened eight years ago at the platform. Mina reveals that there are nine other valves around the city which could spread the fear energy all over the city if they are not turned off.

Tyrone is hiding in the crowd as the police close in on him, but Detective Brigid O’Reilly (Emma Lahana) arrives to help at the last moment.  Finding himself surrounded by cops and innocent bystanders, Tyrone decides not to use his powers. Auntie Chantelle explains the next story of the divine pairing and we see the two brothers in a duel with one sacrificing himself. We see one brother with a mourning band on his arm who is also the one who sacrifices himself.

Evita reveals to Auntie Chantelle that she has found the other half of the current Divine Pairing, but she wants to know what is in store for the pair of them. Auntie Chantelle says that there is fear bubbling under the service of the city. Tyrone and Detective O’Reilly are brought in to the police station but they aren’t booked which worries Detective O’Reilly. As Mina drives herself and Tandy to Roxxon they hear a report of violence on the radio with a warning for people to stay inside.

Mina is worried about her role in Roxxon and the release of the energy, but Tandy is convinced that she is the only one who can help. Detective O’Reilly and Tyrone are in a supply lock up. O’Reilly explains that they have to be kept out of the system for whatever Detective Connors plans to do to them. Tyrone finds he can’t control his powers without the cloak so O’Reilly starts talking to their captor Officer Lafayette (Josh Ventura) she tries to find out what the plan is but he ignores her because she’s an outsider. Instead, Tyrone talks to Lafayette about growing up in the Ninth Ward, denies being a killer and shames the officer saying he should know better. When it looks like he is having an effect they are interrupted by a new officer and Lafayette leaves.

Peter Scarborough (Wayne Péré) is destroying evidence of Roxxon’s involvement in the disaster and making his escape when he runs into Mina and Tandy who confronts him about the drilling platform and the current crisis he reveals that they cannot shut down things at the core. Tandy realizes that they can manually shut it down like she did in the fear scape of Ivan Hess he tells them where the manual controls are and then we see Tandy use her power on Scarborough and fool him into placing himself into the same sort of coma that Ivan Hess was in.

Back at the police station Detective Connors (J.D. Evermore) arrives and describes how he is going to get away with killing them both by framing Tyrone for killing O’Reilly and shooting Tyrone in self-defence. While he explains this we see O’Reilly has broken her thumb to get out of the handcuffs. They are then lead back out into the squad room. Terrors then attack with the infection spreading through touch to the police officers.

Auntie Chantelle narrates the story of the Battle of New Orleans when one of the Divine Pairing was a soldier tasked with spreading the news of the end of the war who dies only for a young woman to take up the message and save New Orleans. She talks about the amazing things that came from the sacrifices of the various Divine Pairings and suggests to Evita that she should tell the current pairing what will happen to them.

Mina and Tandy find themselves dealing with the assassin on one side and a group of Terrors on the other as they try to get to the Roxxon facility. The assassin gets attacked by one of the Terrors and Tandy and Mina escape into warehouse after Tandy throws a light dagger destroying the lock. As they try to lock down the warehouse we see Mina get touched by one of the Terrors meanwhile back at the police station Tyrone explains to O’Reilly what the Terrors are and to avoid touching them.

Officer Lafayette saves Tyrone from an attack while he looks for his cloak and tells him that it has been moved to the weapons lock up. He holds off the Terrors while O’Reilly and Tyrone head to the lock up. Tandy plays a game of cat and mouse with Mina who we see has been turned in to a Terror. O’Reilly and Tyrone find the weapons lock up with her unlocking his cuffs and Tyrone finally getting the cloak back. O’Reilly wants him to run but he refuses saying he needs to help. Tyrone teleports back into the main office of the department hands a taser to Lafayette and then gathers all the Terrors into an office with him locking them up.

Tandy is being chased down by Terror Mina and as Tyrone is mauled by the Terrors in the police station with his cloak getting destroyed. He teleports to Tandy’s location just in time to tase the onrushing Terror Mina. Auntie Chantelle tells us about the Spanish Flu epidemic 1918 and a doctor Jack Rogers who gave his blood to his Bobo Smith passing on a passive immunity to the flu strain but dying soon after. Somehow twenty-four other people were instantly cured as Jack Rogers suddenly died.

Tyrone and Tandy have made it back to the church and both looked stunned with Tyrone crushed over the destruction of the cloak meaning he won’t be able to use his powers and Tandy distraught that Mina can’t save the day because she is now a Terror herself. Somehow Evita tracks them down and tells them about their destiny including that one of them will die and shows them their representations. Tandy doesn’t believe but Tyrone seems more accepting, Tyrone tells her that she’s important and the two of them kiss but she sees the mark on his shoulder and realises that he will be the sacrificed one she leaves obviously upset.

Tandy works out a route to get to the Roxxon facility, but Tyrone feels useless without the cloak, Tandy gives him a tough love speech before showing him his brother’s hoodie, the first thing she ever stole. We see the two making good time but they get surrounded by Terrors and are about to be overrun until they are saved by Detective O’Reilly provided fire support. She gets ambushed by Detective Connors who shoots her in the vest several times before hitting a Roxxon valve and releasing a burst of negative energy before kicking her unconscious body into the water.

Tandy and Tyrone finally make it to Roxxon building entrance but are stopped by Detective Connors. While they verbally spar Tyrone teleports next to him and while he is distracted Tandy slices his shotgun in half with her light dagger before Tyrone grabs him. They teleport to the top of a nearby building seemingly with Tyrone threatening to throw him off the top but he lets Connors go only for him to try and shoot Tyrone causing his powers to swallow Connors as a kind of defence mechanism.

Tyrone returns to Tandy and he has accepted that one of them has to die using his teleportation to head directly to the control room and begin the sequence to shut down the pump. The control room is becoming more and more unstable and Tandy breaks in through the door right after him saying that she won’t leave either. As the two speak we see the fear energy bubbling up into the room and Tandy comes up with the idea of using the reaction of them touching to counteract the energy. They touch and the energy coalesces around them eventually they both teleport to the top of the building and expel the light and dark energy into the sky saving the day.

Back at Auntie Chantelle’s we hear police reports that say the violent attacks around the city stopped after the pillars of light in the sky were seen we see Evita pack up the divine pairings doll into a box after she adds Tyrone and Tandy’s models. At Roxxon we see the assassin find Scarborough in a coma in the elevator where Tandy left him.

Police are swarming over the Johnson home with Adina Johnson (Gloria Reuben), Otis Johnson and Father Delgado (Jaime Zevallos) present. Adina hears a bump upstairs from Tyrone’s room and heads up to investigate she sees most of his clothes gone but his letterman jacket remaining.

Tandy returns to her mother’s place with her stuff and a newspaper with a “Roxxon Responsible” headline as we see Tyrone moving into the church. Tandy arrives with a care package, groceries and things and the two smile at each other as we move to the end title screen. After that screen we see O’Reilly emerge from the swamp she looks different not quite a Terror and moving in fits and starts much faster than a human would be capable of.
