The episode opens with Bernadette (Melissa Rauch) and Howard (Simon Helberg) going out into their hot tub. Their neighbor puts on their spotlight and makes the couple uncomfortable. The neighbor introduces himself and suggests they put up trees because he can see everything. Bernie tells him to shut off the lights, but he says they are motion lights so he can’t.
At work the next day Howard complains to Raj (Kunal Nayyar), Sheldon (Jim Parsons) and Leonard (Johnny Galecki). Raj says they gave the kids Benadryl for nothing. Sheldon wants to switch topics to his Nobel Peace crisis. They ask if anything has changed and he says no. Leonard wants to show off his laser, but Sheldon won’t shut up about his neighbor. He says he only knows how to put up trees by donating a dollar and a tree showing up in Israel.
Bert (Brian Posehn) comes in to talk to Raj about a meteorite. Raj says he dreamed about it, but in the dream Bert was Gal Gadot. He and Howard leave, making Leonard feel slighted and alone.
Howie and Bernie go to get the papers from the city zoning office. The man in charge tries to make jokes, which annoys his female coworker. They explain their issue and the guy is glad they got them in person instead of online.  They explain why they want privacy, but soon wish they got them online as the man keeps explaining what they need to do, leading them to think this is more trouble than its worth.
Leonard sneezes on comics, annoying Stuart (Kevin Sussman) and telling him he bought them. Denise (Lauren Lapkus) says Sheldon has all the DayQuills, including the misprint from 1996. Stuart says he is a collector.
Raj comes in to discuss the project with Bert. Leonard offers to let them use his laser, causing Raj to say no and Stuart to think he is crazy. Raj tells him to calm down and Denise thinks he is the only one making any sense. Leonard feels left out and tells Stuart he knows nothing when he keeps commenting on the laser usage.
Later on, everyone is eating dinner. Howard and Bernie discuss their zoning problem. Sheldon is jealous they have to go back because Amy (Mayim Bilalik) only wanted ice cream and to talk about her day, which was fine. Amy says that she was trapped in the elevator. He admits to missing some details. Howard and Bernie invite Sheldon to come with them and says that there is a typo in one of the forms. Penny (Kaley Cuoco) says the elevator might be the high point of his day.
Howard wonders where Raj is and Leonard tells him about the project with Bert. Leonard coughs and sneezes and admits he might have a head cold. Sheldon gives everyone Purrell as they leave.
Leonard complains to Penny about the Raj/Bert project and admits he is kind of jealous. He also gets conned into sleeping on the couch after admitting he took meds from Stuart.
Amy and Sheldon go to the Wolowitz house to check out the lights (lumens) causing Sheldon to quip that “if live gives you lumens, make Lumenade.” He starts asking questions and soon realizes that Bernie’s dad built the deck and there was no permit. Sheldon lectures them and freaks out.
On the way home Sheldon keeps complaining to Amy and says they don’t really know the Wolowitzes. He says he is going to help them get on the right side of Johnny Law. Amy says that he needs to stop and he is driving her crazy enough to go into oncoming traffic,
Leonard is at work, still grumbling about the meteorite debacle with Raj and Bert. He decides to steal it.
Sheldon goes to the zoning office and likes the guy’s jokes about them being in the zone zone. He explains his issue about the rule breaking, not really getting an answer but commenting on the fact that Linda is there.
Leonard gets caught with the meteorite and laser, causing him to get aggressive powers in his dream. Penny says he is burning up, which leads to him getting aggressive with her and going into another dream until he wakes up, demanding to know what color eyes he has. Penny says either brown or green.
Sheldon tells the Wolowitzes and says the rules of friendship are more important the zoning rules. He says he instead reported the neighbor. He then asks to go home because he can’t use their bathroom.
Leonard apologizes to Bert and Raj saying he is jealous and says he had a dream where he ate them both.
Howard and Bernie watch the work getting done on their neighbor’s house and hope they don’t get caught as the one who got them in trouble. The neighbor apologizes for the noise and ask if they know Sheldon. They say no.
The episode ends with Stuart and Denise noticing the store and street are empty. They say that they might have to procreate if they are the only ones left on earth…and use their drawing and clarinet skills. They decide to have sex when Sheldon arrives and they tell him the store is closed. Sheldon says he will put them on Yelp.
